Action Plan of the Kiwanis Clubs Joint Fund Steering Committee

In the spirit of Young Children: Priority One, the Kiwanis Clubs Joint Fund is to provide monetary and material support to the children devastated by the Great East Japan Earthquake in March 2011:

In addition, the Kiwanis Clubs Joint Fund will provide other beneficial support to the devastated children. To provide support, we need to enlist local help, who could form club satellites leading eventually to new Kiwanis clubs. We are to make good use of Kiwanis Dolls in providing mental healthcare.

The Action Plan is effective starting from 1 December, 2011

Managerial Rules of the Kiwanis Clubs Joint Fund Steering Committee

Chapter 1 General Rules
(Name)
Article 1 This committee is called the Kiwanis Clubs Joint Fund Steering Committee (henceforth referred to as “the steering committee”).
(Office)
Article 2 The steering committee has its office at the Kiwanis Club of Sendai, whose address is: 3F Tonegawa Building, 9-6 Honcho 1-chome, Aoba-ku Sendai, Miyagi Prefecture

Chapter 2 Objects and Activities
(Objects)
Article 3 The steering committee is to provide support to the children devastated by the Great East Japan Earthquake on March 11, 2011. If necessary, however, it may provide support to adults devastated by the earthquake.
(Composition)
Article 4 The steering committee is to be operated jointly by the following four Kiwanis Clubs: the Kiwanis Club of Sapporo, Kiwanis Club of Chiba, Kiwanis Club of Fukushima, and Kiwanis Club of Sendai.
(Activities)
Article 5 To attain the objects in Article 3, the steering committee is to provide monetary and material support to the following activities:

  1. (1)Activities to bring up devastated children to be healthy adults
  2. (2)Activities to help children to acquire health of body and mind and well-rounded character through education, sports, etc.
  3. (3)Other activities the steering committee finds appropriate and necessary.

 (Coverage)
Article 6 The supports are to be provided to the following eleven prefectures: Hokkaido, Aomori, Iwate, Miyagi, Fukushima, Ibaragi, Chiba, as well as four additional prefectures Gunma, Tochigi, Saitama, Yamagata potentially affected by the radioactive contamination caused by the devastated nuclear power plants.

Chapter 3 Funds and Accounting
(Funds)
Article 7 The activities are to be funded by the disaster relief contributions for victims of the Great East Japan Earthquake.
(Fiscal year)
Article 8 Only the first fiscal year is to be from 1 December, 2011 till 30 September, 2012. Subsequently, the fiscal year is to be from 1 October till 30 Septemberof the following year. The steering committee carries out its activities for five years, but may extend them beyond the initial period.
(Activities Plan and Budget)
Article 9
Section 1. The activities plan and the budget are to be drawn up by the chairman by the day prior to the beginning of each fiscal year, and are to be approved by the steering committee. Any change thereto is to be approved by the steering committee by the day prior to the effective date.
Section 2. The activities plan and the budget are to be kept in the office until the fiscal year is over.
Section 3. Up to 500,000 Japanese Yen may be used for each activity. The steering committee’s approval is required when an activity needs fund beyond the amount.
(Activities report and settlement of accounts)
Article 10
Section 1. After the end of each fiscal year, the chairman is to draw up the following documents, get audited by the auditors, get approved by the steering committee, and send them to the Japan District of Kiwanis International and the Public Interest Incorporated Kiwanis Japan Foundation for approval:

  1. (1)Activities report and settlement of accounts
  2. (2)Attachments to the activities report
  3. (3)Statement of net assets

Section 2. The steering committee is to hold its meeting quarterly, and the chairman is to report activities and settlement of accounts in the previous quarter.
Section 3. In addition to the documents in Section 1, the following documents are to be kept at the office for five years:

  1. (1)Auditor’s report
  2. (2)Committee members’ roster
  3. (3)Brief summary of the composition and the activities of the steering committee together with important relevant amounts involved

Section 4. The activities are to be publicized on the Web site of the steering committee.

Chapter 4 Steering Committee
(Committee)
Article 11
Section 1. The steering committee is to be composed of at least two members from each of the four Kiwanis Clubs.
Section 2. The chairman and two auditors are to be elected from among the members.
Section 3. The Secretary of the Japan District of Kiwanis International is to be an adviser to the steering committee, and may give appropriate advice.
Section 4. The auditors are to draw up the audit report in accordance with the laws and regulations, and are to give guidance on accounting.
(Term of office)
Article 12 Each member is to serve for two years, and may be reappointed.
(Office staff)
Article 13 To facilitate its smooth activities, the steering committee is to ask the staff of the Kiwanis Club of Sendai to attend to the affairs of the steering committee.
